URL Encoding, otherwise known as Percentage Encoding, is the practice of converting unrecognisable or ‘unsafe’ characters to an acceptable format that can be transmitted to a server by the browser.
URLs can only be sent over the internet and understood by servers when using something called the ASCII character set. The ASCII character set is essentially the language browsers use to communicate with servers.
Therefore, since URLs often contain characters outside the recognized ASCII character set, the URL has to be converted into a valid ASCII format.
This involves replacing unsafe characters with a “%” followed by two hexadecimal digits that the server understands.

URLs cannot contain certain entries, such as spaces. To make those characters readable, they’re converted into either a “+” sign or, most commonly, a “%20”, which is the hex value for a blank space.
